January 1999 - Present: Jet Propulsion Laboratory (JPL) Pasadena, CA. Senior Contract Negotiator for a variety of JPL spacecraft subcontracts. Negotiate prices, terms and conditions with major aerospace companies including Northrop, Litton, TRW, BDM, Aerojet, Primex, etc. Independently perform Contract Administration from contract award through closeout.

February 1998 - December 1999: Lt Colonel, U.S. Air Force, Deputy Director of Operations, HQ Defense Contract Management Command (DCMC) West. Provide policy guidance and staff assistance to DCMC personnel located at all major DoD Contractor locations. Ensure adherence to effective business management techniques and technical processes.

July 1997 - January 1998: Commander, NATO Contingency Contracting Team, Bosnia-Herzegovina. Responsible for all logistics and life support requirements for 8,500 U.S. troops in the Balkans theater of operations. Led a multi functional team managing $135 million Logistics Civil Augmentation Program (LOGCAP) contract.

Directed 95 personnel performing in-plant surveillance of contractor performance ensuring compliance with contract terms and product specifications. Led industry/government teaming efforts for product development. July 1992 - July 1994: Director of Contracting, Engineering and System Support Contracts. Supervised contract management of the Aerospace Corp., Federally Funded Research and Development Center contract and all other Space and Missile Center (SMC) support contracts. July 1990 - July 1992: Deputy Director of Contracting, Navstar GPS Program Office. Supervised 21 contracting personnel managing 27 contracts exceeding $4 billion. Warranted Government Contracting Officer.

August 1989 - June 1990: Student - Air Command and Staff College September 1987 - July 1989: Deputy Director of Contracting, Small ICBM Program Office. Managed teams responsible for all contracting activities associated with development of ICBM weapon systems; requirements development, solicitation preparation, proposal evaluation, contract award and administration. June 1985 - September 1987: Inspector, Air Force Inspection and Safety Center. Member of a military team traveling worldwide to ensure full compliance with federal contracting regulations, verify proper expenditure of funds, recommend process improvements and promote efficiencies in all phases of acquisitions.

June 1983 - June 1985: Systems Contract Negotiator responsible for the full range of contractual activities for the Tomahawk Cruise Missile, Arlington, VA.

May 1982 - June 1983: Special Duty assignment in the Pentagon Office of Systems Acquisition seeking Secretary of the Air Force approval for new contract actions on major weapon systems. Prepared Air Force Budget Briefing seeking Congressional approval of annual DoD budget requests.
